Hi I am running 1.5.0 on Joomla 1.5.17 and i wanted to upgrade... where can i get the file to upgrade?

When i click on configuration in the back end i get the message

Warning: Invalid argument supplied for foreach() in /homepages/38/d236322148/htdocs/recruitment/libraries/joomla/html/html/select.php  on line 68

Will upgrading solve this problem?
