The option that every new or edit offer needs to be approved does not work as it should.
It's very easy for users to still publish their own offers even though they shouldn't by selecting the offer, and clicking the publish butten. (not the little red cross in the list, because that one has been neatly disabled as it should).

How do i fix this?
